Article 1. The Film Festival remains true to its original mission: to draw attention to films and enhance their significance, thereby contributing to the development of the film industry. The primary goal is to present the works of international filmmakers to the market of Russia and the CIS countries (priority), as well as to strengthen professional dialogue for further development in any other territories of the world (secondary). The identification of talent and the establishment of business connections remain crucial objectives.
Article 2. The Selection Committee is formed by decision of the President of the Film Festival. The Selection Committee reviews the works, grants the status of "Official Selection," and admits them to the 2nd and subsequent selection rounds. The Organizer and the President of the Festival, Igor Garin, the Copyright Holder of the Eternity Pictures brand, guarantee the transparency of all selection and award processes.
Article 3. Only films meeting the following conditions may be chosen by the Selection Committee for the status of "Official Selection":
- Films produced between January 1, 2025, and April 1, 2026 (for participants from Russia and the CIS), and between January 1, 2022, and April 1, 2026 (for participants from the USA and other international territories);
- Films that have not been published in the public domain on the Internet;
- Films whose duration does not exceed 40 minutes including credits for short films, and 120 minutes for feature films.
Article 4. The Selection Committee may request additional materials (media kit / press kit).
Article 5. Once a film has been granted "Official Selection" status, it cannot be excluded from the Festival program, except in cases determined by the President of the Festival.
Article 6. Throughout the Festival, no selected film with "Official Selection" status may be shown publicly, including via digital technologies, the Internet, and commercial screenings (VOD, TVOD models, etc.). An exception may be made only for films that may subsequently constitute a share of IP content available to viewers on a non-commercial basis.
Article 7. All films must be submitted in their original language. "Original language" means the language in which the film is shown or will be shown in its country of origin.
Article 8. The Chair of the Selection Committee (President of the Festival) appoints the Jury members. Jury members participate in reviewing films and other works (as per the regulations) at the selection round stage. The Chair of the Selection Committee receives the results of the secret ballot from all Jury members and makes a decision regarding the Prize winners (Winners) of the Festival in each category. A person who participated in the production of the film / poster or the use of the film and other works in the competition may not be a member of the jury. The President has the right to invite members of the Short Film Academy, who are themselves members of world film academies, to join the Jury.
Article 9. Works participate in the competition, where a director, screenwriter, copyright holder of the film, or official representative may submit an application for participation in the Festival in a specific category only once. Within the framework of the 2026 Festival, the Jury is obliged to award: Best Short Film in a specific genre, Best Feature Film in a specific genre.
Article 10. The Winner receives a digital and physical certificate (additional conditions apply), and a partnership with Eternity Pictures for digital distribution of content on the platform
www.eternitypictures.ru.
Article 11. Films are uploaded online to cloud storage without public access, generating a secret link and password to the archive upon submission of an electronic application signed with a simple electronic signature. Applicants are obliged by any means to maintain the confidentiality of the created link to the film.
Article 12. Territorial Restrictions. In the current festival session, territorial restrictions have been introduced, and therefore participants residing in these territories are not eligible to participate in the film festival. Territorial restrictions apply to filmmakers from Ukraine.
Article 13. Films for participation in the Official Selection must be submitted by April 1, 2026.
Article 15. Selection Rounds of the Festival:
- Round 1 (First): Acceptance of applications for participation in the Festival.
- Round 2 (Second): Review of films submitted during Round 1. The Selection Committee, headed by the Chair of the Selection Committee, conducts an expert assessment of relevant criteria, dynamically forming a elimination list and a shortlist as applications are received.
- Round 3 (Third): Participants who have received the status of "Official Selection" are admitted to the third selection round, demonstrating practical digital production skills and attracting an audience to vote for them and their submitted film or poster. This selection round is carried out using a specialized service on the "Digital Voting" website and involves simple, free registration of voters in the system, followed by submitting a form with the choice of director and their film / poster. Digital voting lasts 24 hours. The winner(s) of the digital voting receive a bonus gift.
- Round 4 (Fourth): The Chair of the Selection Committee, together with all Jury members, conducts a final review of the works and analyzes the results obtained from the digital voting. Each Jury member renders their verdict (conclusion) as a supplement to the main conclusion (decision) regarding the characteristics of the submitted film.
- Round 5 (Fifth): Based on all information received from the Jury members, the Chair of the Selection Committee makes a Decision on the Victory of a particular participant in the declared category, awarding all due prizes within the established timeframe.
Article 16. Informing about the results of each round, compiling the database of accepted applications, digital voting, and the final results of the festival are published only on the official web / digital resources of Eternity Pictures.
Article 17. If the copyright holder (participant) who becomes a winner cannot provide any official documents proving legal purity, such a film cannot be streamed or be part of the Eternity Pictures IP catalog due to unjustifiably high legal risks.
Article 18. The President of the Festival has the right to resolve all cases not covered by these rules and regulations.
