Article 1. The Film Festival remains true to its original mission: to draw attention to films, enhance their significance, and contribute to the development of the regional film industry in Russia and the CIS — as a priority — as well as in other parts of the world, specifically by providing access to audiences in Russia and the CIS through the Eternity Pictures brand. Another important objective is the identification of talent and the establishment of professional collaboration.
Article 2. The Selection Committee is formed by decision of the Festival President. The Committee reviews submissions, assigns the “Official Selection” status, and admits projects to the second and subsequent selection rounds. The guarantor of transparency in all selection and award processes is the Organizer and President of the Festival, the rights holder of the Eternity Pictures brand, Igor Garin.
Article 3. Only films that meet the following conditions may be selected by the Selection Committee for “Official Selection” status:
- Films produced between January 1, 2025 and November 1, 2026 (for participants from Russia and the CIS), and between January 1, 2022 and November 1, 2026 (for participants from the United States and other international territories).
- Films that have not been publicly released on the Internet.
- Films with a duration not exceeding 40 minutes including credits (short films), and 120 minutes (feature films).
Article 4. The Selection Committee may request additional materials (media kit / press kit).
Article 5. Once a film has received “Official Selection” status, it cannot be withdrawn from the Festival program, except in cases determined by the Festival President.
Article 6. Throughout the Festival, none of the selected films with “Official Selection” status may be publicly screened, including via digital technologies, the Internet, or commercial screenings (VOD, TVOD, etc.). An exception may apply to films that may later form part of the IP content available to audiences on a non-commercial basis.
Article 7. All films must be presented in their original language. “Original language” refers to the language in which the film is or will be exhibited in its country of origin.
Article 8. The Chair of the Selection Committee (the Festival President) appoints the Jury members. The Jury participates in reviewing films and other submitted works (in accordance with the regulations) during the selection stage. The Chair receives the results of a closed (secret) vote from all Jury members and makes decisions regarding the Festival Prize Winners in each nomination. No person involved in the production of a film/poster or its use in the competition may serve on the Jury. The President has the right to appoint members of the Short Film Academy to the Jury, who are also members of global film academies.
Article 9. Works participate in the competition where the director, screenwriter, rights holder, or official representative may submit an application to a specific nomination once. Within the 2026 Festival, the Jury must award: Best Short Film in a specific genre and Best Feature Film in a specific genre.
Article 10. The winner receives a digital and physical certificate (subject to additional conditions), as well as partnership with Eternity Pictures for digital distribution of content on the platform
www.eternitypictures.ru.
Article 11. Films are uploaded online to cloud storage without public access, with a generated private link and password to the archive upon submission of an electronic application signed with a simple electronic signature. Applicants must ensure the confidentiality of the generated link by any means.
Article 12. Territorial restrictions. In the current festival session, territorial restrictions are introduced; therefore, participants residing in certain territories are not eligible to participate. These restrictions apply to filmmakers from Ukraine, the United Kingdom, France, Poland, Finland, Australia, and Austria.
Article 13. Films for Official Selection must be submitted by December 1, 2026.
Article 15. Selection Rounds:- Round 1: Submission of applications for participation in the Festival.
- Round 2: Review of films submitted in Round 1. The Selection Committee, led by the Chair, conducts an expert evaluation based on relevant criteria, forming a rejection list and a shortlist dynamically as submissions are received.
- Round 3: Participants who receive “Official Selection” status advance to the third round, demonstrating practical digital producing skills and engaging audiences to vote for them and their submitted film or poster. This round is conducted via the “Digital Voting” service on the website and involves simple free registration of voters, followed by submission of a voting form selecting the director and their film/poster. Digital voting lasts 48 hours.
- Round 4: The Chair of the Selection Committee, together with all Jury members, conducts the final review of works and analyzes the results of digital voting. Each Jury member delivers their verdict (conclusion) as an addition to the main evaluation of the submitted film. The compiled recommendations are submitted to the senior management of the Eternity Pictures brand.
- Round 5: Based on all information from the Jury and recommendations from the Selection Committee, the senior management of Eternity Pictures makes the final decision on the winners in each nomination and awards all due prizes within the established timeframe. This decision is final and not subject to appeal.
Article 16. Notifications of results for each round, the database of submitted applications, digital voting, and final festival results are published exclusively on the official web/digital resources of Eternity Pictures.
Article 17. If a rights holder (participant) who becomes a winner cannot provide official documentation confirming legal clearance, the film cannot be distributed or included in the Eternity Pictures IP catalog due to unacceptable legal risks.
Article 18. The Festival President has the authority to resolve all cases not covered by these rules and regulations.
